The community development and assistance program was established in 2005 and has given $63,450 to local non-profit and community groups. Glenwood is pleased to announce that we have allocated another $25,000 in 2008.

Purpose/Target Area

The program is designed to promote and assist projects which are intended to sustain, enhance or improve the quality of life or safety, or which assist community growth and sustainability, within the geographic boundaries of Glenwood’s wire-line telephone service areas.


Summary Description

Individuals, groups, or community organizations that are eligible to participate in the program may qualify for matching funds from Glenwood. The fund will carry a minimum amount requested of $1,000, with a maximum of $5,000 per application. Applications for matching funds are submitted to Glenwood’s Community Development Committee for final review and recommendation. The total annual budget is $25,000 per year, if Glenwood’s Board of Directors approves the funding.

Eligibility Requirements

1. Glenwood must provide wire-line telephone service to locations for which funds are to be used.

2. An applicant may be a person, a group of persons, or a community service organization.

3. An applicant cannot be a local governmental entity or a church, except that a church may be considered if the church is the only church in the community and if the church is used as the community center.

4. The project must benefit people who reside within the geographic boundaries of Glenwood’s wire-line telephone service area.

5. Individuals participating in the application process must not derive direct, personal financial benefit from the project.

6. Funds to be matched must be raised by sweat equity, grants, fundraisers or contributions.

7. Funds to be matched cannot come directly from local government taxes or utility user fees.

8. The application must detail the planned use of the project funds and how the funds to be matched will be raised.

9. Applicants may only apply once per project. An individual, committee or organization may apply only once per year.

10. The authority to approve or not approve an application is vested solely in Glenwood Telephone Membership Corporation’s Board of Directors, and its decision will be final.

Oversight Requirements

1. Prior to an award, funds to be matched must be placed in a separate project account, to be used solely for the project specified in the application.

2. The bank must be authorized to allow Glenwood access to the records of the project bank account.

3. When funds are expended from the project bank account, Glenwood will provide funds to match the expenditure up to a total of the maximum of the award approved by Glenwood.

4. Awarded funds that are not used within 12 months of the time of the award will revert back to Glenwood.

5. Applications must be submitted to the Marketing / Customer Service Manager no later than the following dates; March 1st, June 1st, September 1st and December 1st. The Community Development Committee will make recommendations to the Board of Directors one week after applications are due. The final decision will be made on the third Monday (subject to Board Meeting date change) of the months list above and applicants will be notified via telephone that same week.

Examples

Some of the examples of projects that may qualify for matching funds are as follows:

• Conducting assessment activities that outline community profiles and enable those communities to market their capabilities.

• Assistance in drafting and publishing documents or proposals to be submitted to prospective businesses or industries that may have a desire to locate in a rural community served by Glenwood.

• Access to the Internet, instruction on the use of Internet, in the use of E-Commerce to promote small business enterprises, design a community website, etc.

• Assistance in applying for State or Federal grants and low interest loans to promote new business or to improve the infrastructure for attracting new business or expanding existing business.

• Emergency service personnel training costs;

• Infrastructure improvements for emergency response units;

• Enhancement of facilities for older adults’ recreation, health care or nutrition;

• Construction or modification of community centers, recreation facilities or senior/youth centers.

• Distance learning activities/telemedicine projects.

• Supplemental assistance to the construction or modification of facilities that promote tourism, youth activities, or annually sponsored community events.

To date Glenwood has awarded grants to these organizations.

Blue Fitness Center – $2075 for landscaping, mirrors, window coverings and a computer.

Roseland Community Foundation - $5000 to update the playground equipment in Roseland to safe and more modern equipment.

Chance Hohensee (Life Scout) - $1000 to landscape the directory area at Fridehem Cemetery in Funk

Blue Hill Ball Program - $1000 to purchase new equipment and repair facilities.

Blue Hill Ambulance - $5000 to purchase a new ambulance and supplies

Silver Lake Farm Safety - $1200 to purchase weather alert radios for school kids as part of the farm safety camp.

- Blue Hill Fitness Center - $5,000 for the exercise equipment, building renovation, security, etc.

- Funk First Response - $1,400 for the purchase of a blood pressure monitor.

- Lawrence Community Club - $5,000 for the building of covered picnic unit in the city park. (picture)

-Rep. Valley Trap Club - $5,000 for the purchase of two trap throwers and electrical work. (picture)

-Holstein Volunteer Fire Department - $1,050 to remodel the fire hall meeting room. (Picture)

-Blue Hill Scouts Troup/Pack 99 - $2,800 for the purchase of an equipment trailer for camping supplies, canoes, tents, etc. (picture)

-Blue Hill Foundation – $4,490.00 to match South Central State Banks community challenge grant to help pay off the remaining grocery store debt. (Picture)

-Holstein Fire Department - $5,000.00 for the purchase of a new Ambulance (Picture)

-Lawrence Fire Department - $2,590.00 for the purchase of 10 new radios

-Bladen P.A.C.E Group - $4,085.00 for the purchase of park fence and landscaping materials.

-Campbell Fire Dept. - $5,000.00 to remodel the fire hall

-Lawrence Community Club - $3,835.00 to purchase landscaping materials for the city park.
